Well folks, this is what happens when you let unqualified people do your elevator modernization:
This device would have allowed the cylinder to meet today's code if it was maintained. Well, someone cut the wire and disconnected it.
So we have two perfectly good cathodic units with wiring and all ready to go, but were unfortunely removed.
